Singapore Expands Elite Talent Program With New AI and Technology Track
Singapore will introduce a dedicated ONE Pass track for global AI and technology leaders in January 2027, allowing qualifying equity compensation to count toward its S$30,000 monthly income requirement.
Singapore — Singapore is expanding its program for highly accomplished foreign professionals by introducing a dedicated artificial intelligence and technology track under the country’s Overseas Networks and Expertise Pass, commonly known as the ONE Pass. The new ONE Pass (AI and Tech) track is scheduled to begin in January 2027. It will replace Singapore’s existing Tech.Pass and offer eligibility terms designed around the way senior technology professionals, founders and technical experts are often compensated.
Although frequently described as an “elite visa,” the ONE Pass is officially a personalized work pass intended for top international talent. Equity Compensation Can Count Toward Income Requirement Applicants for the new AI and technology track must generally demonstrate compensation of at least S$30,000 per month for 12 consecutive months before applying. Under the expanded rules, that amount may include both cash and certain vested noncash compensation, such as employee stock options or share-ownership awards. Applicants must receive at least S$22,500 per month in fixed cash salary, with qualifying vested equity potentially counting toward the remaining amount. This differs from the standard ONE Pass salary route, which generally requires a fixed monthly salary of at least S$30,000.
Recognizing equity compensation could make the program more accessible to senior startup executives and technology specialists whose total earnings are not paid entirely in cash.
Experience and Employer Requirements
Applicants must have at least five cumulative years of relevant experience during the preceding 10 years.
Qualifying experience may include:
Working as a founder or C-suite executive
Holding a senior technical position, such as senior software engineer
Working for a technology company
Working in a technology division within a larger company
Working for a technology venture-capital firm
The applicant’s current or most recent company must also meet at least one financial threshold. It must have:
A valuation or market capitalization of at least US$500 million
Annual revenue of at least US$200 million
Assets under management of at least US$500 million
Technology companies that have raised at least US$30 million in funding may also qualify under the company-level criteria.
Meeting these thresholds does not guarantee approval. Singapore’s Ministry of Manpower will assess applications and supporting evidence.
Greater Flexibility Than a Standard Employment Pass
The broader ONE Pass can be valid for up to five years and provides more professional flexibility than a standard employer-linked work pass.
Holders may concurrently start, operate or work for multiple companies, subject to applicable employment agreements. They generally do not need to apply for a new pass each time they change jobs. Eligible family members may also accompany the pass holder. Spouses can apply for permission to work through a Letter of Consent.
Pass holders must notify the Ministry of Manpower about their professional activities and annual income. Renewal is not automatic and depends on meeting the applicable requirements.
Tech.Pass to Be Discontinued
The new AI and technology track will replace Tech.Pass, a program for established technology entrepreneurs, executives and technical experts.
Singapore’s Economic Development Board says it will stop accepting new and renewal Tech.Pass applications from January 28, 2027. Existing holders may remain on their passes until they expire. Eligible Tech.Pass holders may then consider applying for the ONE Pass AI and Tech track or another appropriate Singapore work pass.
ONE Pass Participation Continues to Grow
Singapore introduced the ONE Pass in 2023 as part of its strategy to attract internationally recognized talent in business, research, academia, sports, arts and culture.
According to the Ministry of Manpower, the number of ONE Pass holders increased from approximately 3,600 in December 2023 to 6,300 in December 2024 and 8,500 by December 2025. About 70% of holders worked in financial and insurance services, information and communications, or professional services.
The Singapore government says these professionals can bring specialized expertise, international networks and leadership experience while supporting investment and employment opportunities for the domestic workforce.
Part of Singapore’s AI Strategy
The expansion reflects growing global competition for professionals with experience in artificial intelligence, quantum computing, cybersecurity and other emerging technologies. Singapore has positioned itself as an Asian center for technology investment, research and regional business operations. Attracting experienced founders and specialists could help companies establish teams, expand research and develop new products in the city-state. At the same time, the government says foreign-talent policies must complement Singaporean workers rather than displace them. The highly selective ONE Pass operates alongside separate Employment Pass and S Pass requirements for the broader foreign workforce. Further application and renewal details are expected before the AI and technology track begins in January 2027.
